Technicians see a clear no-access message on Compliance reports

Technicians can't use Compliance reports. When one opens the page, it now says so plainly, without an error pop-up that makes it look like something is broken.

Steps

1. Sign in as a technician.
2. Go to Reports › Compliance.

Result / verify

Each section of the page says you don't have access, and no red "Request Failed" pop-up appears. If a technician needs compliance reports, an admin can change their role in Settings.
